I need help in basketball.?

Well Im in the 8th grade and I live in norman oklahoma, the home of O.U.!! (go sooners). Well basically, I didnt make the basketball team, and im thinking about quitting. The whole team that made it said i should have made it instead of the guy that took my spot. I need a workout plan. My goal is to be able to bench 150 by the end of may, and start every community league game in the spring. i also need to know, do college recruits come to 8th grade games?? I saw a guy wearing a Norman High school hoodie, with a composition book writing stuff down. Neither of the teams playing were going to go to norman high next year, it was a middle school game. He was there for the first half, then left. Is this a college recriut?
