Why did Elena Kagan call our country a "constitutional democracy"? This is a blatant lie?

She flat out lied in her speech calling the country a constitutional democracy. We're a constitutional republic. "The United States shall guarantee to every State in this Union a Republican Form of Government" We are a constitutional republic and there is nothing you can do about that. No matter how many times you wish it was a constitutional democracy it will never be one.
