Why we are lacking behind ?

Being a citizen of india, i know the Ground Reality.... in india we have the most talented brains whether you look at the history especially the people of bihar, whn why we are lacking behind in Science and TEchnology... we should be ahead of everyone... i am not braging.. its real !!!
